The following course has been structured to help you understand how a project’s implementation plan is created and maintained on the system. The Municipal Systems Act (MSA) requires municipalities to ensure the organisation and management of their financial and administration functions in a performance-oriented manner, which embodies the objectives of local government as stipulated in section 152 of the Constitution of South Africa, act 108 of 1996. Central to this is the Service Delivery Budget Implementation Plan (SDBIP) described by the Municipal Finance Management Act (MFMA) Circular 13 and Circular 80 business processes as a detailed plan which indicates the delivery of services based on its annual budget.
Project management and project implementation planning included as part of this system enables you to schedule detailed project plans and planned cash flows for the next financial year including planned phases; sub-phases and milestones; planned start/end dates; measurable annual and quarterly targets; and responsible project managers. The above facilitates the process of project implementation planning which aligns with legislative requirements, whilst ensuring best practice as per the MFMA Circular 80 business process for Project Management and Reporting through project implementation planning and integrated effort-based monthly cashflow planning. This course provides context to the project implementation planning component of the system and consists of the following:
- An introduction to project implementation planning, key concepts and system terminology.
- Accessing project implementation planning on the system.
- Planning for measurable annual and quarterly targets.
- Interpreting and understanding the schedule breakdown.
- Creating a detailed project implementation plan and allocating cashflows to specific phases and sub-phases.
- Adding specific milestones and allocating a responsible person to each milestone.
After completing this course, users of the system will be able to:
- Plan for measurable annual and quarterly targets.
- Plan effort-based cashflows for a given financial year which aligns with a project’s plan for implementation.
- Schedule a detailed plan for implementation which includes phases, sub-phases and milestones for a specific financial year.
- Understand the alignment of detailed project plans with components 4 and 5 of the SDBIP.
- Fully comply with the guidelines of an SBDIP as set out in MFMA Circular 13.
- Progress with adopting the envisaged business process for Project Management and Reporting outlined in MFMA Circular 80.
